Chinese, US parties hold third high-level talks

BEIJING - Senior officials of the Communist Party of China (CPC) and the Democratic andRepublican parties of the United States held the third high-level dialogue on Tuesday in Beijing.

The dialogue was co-chaired by Wang Jiarui, head of the International Department of the CPCCentral Committee, and former US Secretary of State Madeleine Albright and former USAssistant Secretary of State Richard Williamson, representing the Democratic and theRepublican parties, respectively.

"The two sides conducted candid and in-depth exchanges on governance philosophy andChina-US relations as well as major international and regional issues of common concern,"according to a press release issued after the meeting.

The Chinese side reiterated China's principles and position on the Taiwan issue anddemanded the US take practical measures to maintain the overall situation of bilateral ties aswell as peace and stability across the Taiwan Strait, said the release.

The high-level dialogue mechanism between the two countries' political parties was started atthe end of March 2010 and the second dialogue was held in Washington last December.

China: Diaoyu Island research under sovereignty

BEIJING - China said on Tuesday that it is an exercise of its legitimate sovereignty for relevantChinese ships to conduct normal marine research in the waters near Diaoyu Island.

Foreign Ministry spokesman Hong Lei made the remarks at a daily press briefing when askedto comment on China's recent scientific survey activity in the waters near Diaoyu Island.

"Diaoyu Island and its adjacent islands have been Chinese territory since ancient time, andChina has indisputable sovereignty over them," Hong added.

HK govt wins lawsuit to build HK-Zhuhai-Macao bridge

HONG KONG - The Hong Kong government won a lawsuit in regard to its appeal against alower court ruling that put down the environmental permit for the building of the Hong Kong-Zhuhai-Macao bridge, the city's Court of Appeal made the judgment on Tuesday.

The Hong Kong Environmental Protection Department filed the appeal in May after itsenvironmental permit issued to developers was quashed by the Court of First Instance whichruled in April that the department failed to offer a proper environmental impact assessment onthe bridge project.

A retired local resident earlier challenged the department's decision on the bridge work in ajudicial review, arguing the permit of the construction did not meet World Health Organizationstandards and would affect her health.

The bridge being built across the Pearl River estuary, linking Hong Kong, Zhuhai and Macao,has its Hong Kong section scheduled to start in late 2010 and to be completed in 2016. Theestimated cost of the entire construction is 72.9 billion yuan ($11.4 billion).

China to build satellite for Belarus

BEIJING - China will build and launch a communications satellite for Belarus, according to acontract signed between the two countries on Sunday in Minsk.

It is the seventh in-orbit delivery contract that China has signed, but the first with a Europeanclient, China Great Wall Industry Corp, a subsidiary of China Aerospace Science andTechnology Corporation, said on Monday.

"The contract with Belarus marks China's expansion of satellite in-orbit delivery service to theEuropean market," said Yin Liming, president of China Great Wall Industry Corp, the only onein China authorized to conduct commercial launches for international customers.

The communications satellite will use the Dongfanghong-4 satellite platform and has adesigned lifespan of 15 years, according to the contract.

It will be launched atop a Long March 3-B rocket carrier at the Xichang Satellite Launch Centerin Southwest China's Sichuan province two years and a half after the contract takes effect.

China will also build a ground station in Minsk for Belarus to monitor and control the satellite,and provide related training to Belarusian technicians.

Different from the past six contracts for in-orbit delivery of communications satellites, thisproject is the first time that China Great Wall Industry Corp has joined in the satellite'soperation.

"It marks an extension to our service chain," Yin said.

For Belarus, the communications satellite - the first one it owns - will be used to improve radio,television and telecommunications service, distance learning and Internet access.

This year China is slated to conduct three commercial launches, two of which arecommunications satellites made in China to be delivered in orbit.

One built by China for Pakistan was launched in August, and will be delivered soon, a companysource said.

In another development, China successfully launched a new communications satellite,Zhongxing-1A, from the Xichang Satellite Launch Center on Monday.

The satellite, lifted by a Long March-3B rocket carrier, blasted off from the center at 0:33 amand successfully entered its preset orbit, sources with the center said.

Zhongxing-1A was designed and manufactured by the China Academy of Space Technologyunder the China Aerospace Science and Technology Corporation.

The satellite will provide high-quality voice communications, broadcast and data transmissionservices for users across China.

China has been striving to become a major player in the commercial satellite market again.China initially entered the market in the 1990s, and once enjoyed a 9-percent share of theglobal business thanks to the reliability of its launch vehicles.

In 1999, the United States banned the export of satellites to China containing componentscovered under the US International Traffic in Arms Regulations. As a result, China lostopportunities and did not conduct any commercial launches between July 1999 and March2005.

China re-entered the market in 2005 by launching satellites that were manufactured in Europeor China without the controlled components.

It aims to take a 10 percent share of the world's commercial satellite market and 15 percent ofthe commercial launch business by 2015.

More IAEA role in use of nuclear energy: China

VIENNA - A senior official of China'a atomic energy agency said here Monday that theInternational Atomic Energy Agency (IAEA) should play its leading role to help rebuild theconfidence of the international community in the peaceful use of nuclear energy.

Facing new situation after Fukushima nuclear accident, IAEA, as the only intergovernmentalorganization in nuclear field, should play a more important role in promoting the development ofpeaceful use of nuclear energy, said Wang Yiren, Secretary General of the China AtomicEnergy Authority (CAEA).

Speaking at the opening of the IAEA annual general conference participated by some 150member states, Wang said that the UN nuclear agency should give priority to advancing furtherimprovement of safety standards, and their universal application, based on lessons drawn fromJapan's nuclear accident.

He also stressed that IAEA should continue to provide support to developing countries innuclear infrastructure building, drawing up nuclear energy policies, establishing regulatorysystem, fostering safety culture, and training highly-qualified personnel.

In summarising China' experience in nuclear energy development, Wang pointed out that thegovernment always attaches much importance to nuclear safety and would unswervinglycontinue to promote the safety and efficiency of nuclear development, actively participate inrelevant international cooperation and share the experience of nuclear development with othercountries.

Wang also met with IAEA chief Yukiya Amano, who spoke highly of China's efforts in promotingnuclear safety.

The two exchanged views on the use of nuclear energy, the role of the IAEA in promotingnuclear safety and international cooperation in related fields.

China is willing to strengthen cooperation with IAEA in technology transfer, promoting nuclearsafeguards and other fields, Wang told Amano.

During a side exhibition event of the week-long conference, Amano took time out for a visit tothe Chinese booth and listened to the introduction of China's achievement in nuclear industrydevelopment.

"When I visited to China last time... , this is some my very strong impression that you are givinghigh priority to ensuring safety, " Amano told Xinhua.
