Arms sales to Taiwan hamper military exchanges

BEIJING - China on Thursday said the latest US arms sales to Taiwan created "severeobstacles" for the two countries' normal military-to-military exchanges.

"Rather than working with China to consolidate and expand the positive growth of bilateralmilitary ties, the United States again announced its plan to sell arms to Taiwan, which will createsevere obstacles for normal military-to-military exchanges," spokesman Geng Yansheng saidon Thursday.

Geng's comments came after the US government on Wednesday notified Congress of its latestdecision to sell $5.85 billion of arms to Taiwan, including an upgrade of Taiwan's 145 F-16A/Bfighter jets.

The package also involves F-16A/B fighter jets training and logistics as well as spare parts forF-16A/Bs and other aircraft such as IDF fighters, F-5E/F fighters and C-130H cargo planes.

The fresh arms sale announcement is 20 months away from the Pentagon's decision in January2010 to sell a nearly 6.4-billion-US-dollar arms package to Taiwan, an inalienable part of China.

After the last sale, China cut off some military exchange programs with the United States.

"In recent years, China-US military relations have never broken the vicious circle of'development-stagnation-redevelopment-restagnation," Geng said, attributing it to US moves tosell arms to Taiwan regardless of China's repeated resolute opposition.

Starting from 2011, China-US military relations have warmed with multi-field exchanges andcooperation, Geng said.

As a sign of the warming of ties, senior US defense leaders, including former US defensesecretary Robert Gates and chairman of the Joint Chiefs of Staff Mike Mullen visited China thisyear while Chief of the General Staff of the People's Liberation Army of China Chen Bingdetravelled to the United States in May.

"Reality has proved that the United States should be held fully accountable for damagingChina-US military relations," Geng said.

Stressing the Taiwan issue concerns China's sovereignty, territorial integrity and core interest,Geng said Chinese military's position on safeguarding state sovereignty and territorial integrityis resolute and clear.

He said US' incorrect decision to sell arms to Taiwan will unavoidably undermine China-USmilitary relations.

"We strongly urge the US side to take immediate and effective measures to remove thenegative impacts and respect China's core interest and honor its solemn commitment onTaiwan issue by practical actions," Geng said.

He called on the United States to put an end to arms sale to Taiwan and cut its military linkswith Taiwan in order to avoid the further damage to China-US military ties.

Geng said the wrongdoing by the US side severely violates the three Sino-US jointcommuniques, in particular the principles enshrined in the August 17 Communique, and goesagainst the important consensus by the heads of the two states on jointly building a China-USpartnership that will feature mutual respect, mutual benefit and win-win cooperation.

The United States agreed to gradually reduce its arms sales to Taiwan, according to the"August 17 Communique" signed in 1982.

Geng added that the arms sale package severely undermines the positive momentum ofpeaceful development in cross-Strait relations.

Guan Youfei, deputy chief of China's Defense Ministry's foreign affairs office was instructed onThursday morning to summon the acting US military attache to China and lodge strong protestover a new round of US arms sales to Taiwan.

The vehement reaction came not only from the Chinese military, but also the diplomatic andpublic circles.

Later Wednesday, Chinese Vice Foreign Minister Zhang Zhijun was instructed to summon theUS Ambassador to China Gary Locke and lodge strong protest to the US side.

Chinese ambassador to the United States Zhang Yesui also lodged strong protest on behalf ofthe Chinese government in Washington.

"Uncle Sam will eventually pay bigger price for the current interest it has gained by eating hiswords," a blogger, wdgq1985, posted on the popular news site Sina.com.

Human rights expert calls for more rights to know

BEIJING - A Chinese human rights expert on Thursday said that people should be given moreaccess to information, saying that "the right to know" is one of the fundamental human rights.

"The right to know and access to information is to some extent the prime human right in theinformation age," said Professor Zhao Zhengqun from the prestigious Nankai University on thesidelines of the fourth Beijing Forum on Human Rights that opened Wednesday.

Zhao, an active participant of the China-EU human rights talks, said China has made significantprogress in expanding the public's access to government information.

China adopted the Decree of Government Information Openness in 2007, which becameeffective one year later in 2008, making government operations more transparent. In theNational Human Rights Action Plan made in 2009, the right to know has also been put forwardas one of the basic human rights.

Zhao called for more public awareness on the right to know, saying that it will facilitate thebuilding of a more transparent government and prevent irrational development.

With the theme of cultural traditions, values, and human rights, the two-day event was attendedby around 100 human rights experts and officials from 26 countries and regions andinternational organizations.

Cross-Strait stability under shadow of US arm sales

BEIJING - US arms sales to Taiwan might not only trigger a new round of rows between two bigcountries but also make for tensions in the region.

More weapons being sold to Taiwan will definitely have a negative impact on cross-Straitrelations, and may erode trust built up over the past three years following more than sixdecades of separation.

From a direct flight agreement to the Economic Cooperation Framework Agreement (ECFA),both sides of the Strait have overcome a lot of barriers, political and economic, to create apeaceful and favorable environment since 2008.

These efforts might be undermined, however, by the shadow of a big power from across thePacific, which has always sought to engage with Asia - claiming it has national interests here.

In the past three years, the US has signed off three arm sales to Taiwan, first in October 2008,then in January 2010 and now on Wednesday.

The United States repeatedly claims that the deals are to maintain a military balance across theStrait and security of Taiwan. But there is no doubt for others that the world's biggest armsexporter is simply doing so to ensure its political and military stake in the Taiwan Strait, andpursue economic interests from the arms sales as well.

On several occasions the Chinese mainland has argued that Taiwan has exaggerated themilitary threats from the mainland so to help it lobby Washington for weapons.

And, provided the different size and population, military confrontation is not an effective orcorrect way to balance cross-Strait relations.

With 15 pacts signed in three years, people on the two sides have proven their wisdom andcapability to settle problems between them.

The two sides of the Strait need to reach a common understanding that the security can notdepend on how many weapons they have but the will and resolve to maintain peace and buildup trust.

FM meets foreign leaders, senior diplomats

UNITED NATIONS - Chinese Foreign Minister Yang Jiechi met with a series of foreign leadersand senior diplomats here on Wednesday on the sidelines of the annual UN General Assemblymeetings.

During his meeting with President of the European Council Herman Van Rompuy, Yang said theChina-EU relationship now faces an important opportunity to develop given the newcircumstances. China is willing to further expand dialogue, exchanges and cooperation with theEU and its members.

He said China also welcomes Van Rompuy to come to China for the upcoming14th China-EUleaders' meeting and hopes the meeting can produce more practical results.

For his part, Van Rompuy said the EU attaches great importance to the comprehensivestrategic partnership between the two sides and that the EU believes the upcoming high-levelmeeting will be successful.

During talks with Libyan National Transitional Council (NTC) Chairman Mustafa Abdel Jalil,Yang said China recognizes the NTC as Libya's ruling authority and the representative of theLibyan people. China also supports Libya's independence, sovereignty, territorial integrity anddevelopment, he said.

China has provided and will consider to provide further assistance within its capacity, Yangsaid, adding that China hopes cooperation between China and Libya will resume and developfor the benefit of the people.

Jalil said the Libyan people respect the Chinese people and appreciate China's support in theSecurity Council and its assistance. Libya hopes to promote its ties with China, he said.

With China's rising international status and leading role in dealing with international affairs, anycountry desiring development would choose to develop good relations with China, he said.

While meeting his Cypriot counterpart Erato Kozakou Marcoullis, Yang said Cyprus is China'sreliable friend and partner. China is willing to step up bilateral exchanges and high-levelexchange visits, import more of Cyprus' predominant products, encourage more Chinesebusiness investment and enhance understanding and friendship between the two peoples.

Kozakou Marcoullis said Cyprus regards China as its strategic partner and would like tostrengthen cooperation with China. Cyprus has always adhered to the one-China policy andbeen devoted to promoting China-Europe relations, the Cypriot foreign minister said.

In meeting with Pakistani Foreign Minister Hina Rabbani Khar, Yang pointed out that China andPakistan are friends and trusted partners. China is ready to work with Pakistan to expandcooperation, he said.

China's top diplomat also said China expresses its deep sympathy over the victims andproperty loss in the recent flooding in Pakistan and is willing to provide as much assistance as itcan.

For her part, Khar said Pakistan is willing to boost cooperation with China in the areas of trade,energy, transportation, anti-terrorism and many others.

In meeting with Greek Foreign Minister Stavros Lambrinidis, Yang said it's necessary for Chinaand Greece to continue high-level exchange visits, deepen economic and trade ties, and stepup cooperation in such fields as shipping and tourism.

He said China supports Greece and other European countries' efforts in dealing with the globalfinancial crisis and overhauling the financial system.

Lambrinidis said Greece cherishes its strategic partnership with China and their traditionalfriendship. Greece is willing to further strengthen cooperation in trade, shipping and otherareas, the Greek foreign minister said, adding his country would also like to play a positive rolein promoting Europe-China relations.

China lifts ban on inmate homosexuality

BEIJING - China has made strides in protecting the human rights of prison inmates in recentyears, including scrapping a conduct policy that discriminated against homosexual inmates,according to a judicial official in charge of penal human rights studies.

The Ministry of Justice has rewritten the national code of conduct for prison inmates, eliminatingbans on homosexuality, dyed hair and other lifestyles and practices that were previously notallowed in prisons. The revision was made in order to show respect for the human rights ofprison inmates, according to Feng Cangjian, head of the Human Rights in Justice office of theministry's Institute for Crime Prevention.

Feng said Thursday on the sidelines of the fourth Beijing Forum on Human Rights that aperson's sexual orientation should not make them a target for discrimination, whether thatperson is in prison or not. However, he also said that this does not mean that acts ofhomosexuality are accepted in prisons.

"The inmates will be left alone if their homosexuality remains 'spiritual'," Feng said. "Butbecause prison inmates are not free persons, they can not act as freely as the rest of us."

The official said it is an international practice not to discriminate against homosexual inmates,but to instead restrict their behavior. "I raised the question when I visited prisons in the UnitedStates. Prison officials there told me homosexual partners are separated if they attempt toremain together," Feng said.

Feng said prisons in Beijing have also banned officials from ordering inmates to squat with bothhands crossed behind their heads, a practice that is commonly used to demoralize inmates whoare entering prison for the first time.

Feng said that the human rights of death row inmates have been respected as well, as prisonauthorities have begun to allow death row inmates to meet their immediate relatives beforebeing executed. The use of lethal injection as a method of execution is also being promoted, asit is considered to be more humane than traditional firing squad executions.

The use of lethal injection in China began in 1997 and has completely replaced execution byfiring squad in the provinces of Shandong, Yunnan and Liaoning, according to official statistics.

Although the policy revisions are promising, challenges still remain in enforcing the changes, astraining the country's 300,000 prison wardens to keep them up to speed on the changes willtake time, Feng said.

Verbal abuse directed toward suspects, convicts and inmates remains prevalent, Feng said.

"Prosecutors are still accustomed to describing suspects as 'inhumane' or 'acting like ananimal.' Such degrading terms are even seen in court verdicts," Feng said.

Feng said the ministry will publish a textbook in October for the purpose of educating prisonwardens about their inmates' human rights.
